Higher Education Institutions Supervision and Accreditation Board - YÖDAK "Establishment, Duties, Supervision and Accreditation of Higher Education Institutions" numbered 2/1993, which was accepted at the meeting of the Republican Assembly of the Turkish Republic of Northern Cyprus on 15 January 1993, 14 years after the establishment of the first university in the TRNC as the High Technology Institute. YÖDAK president and members are appointed by the Council of Ministers in accordance with this law. The first president of YÖDAK is Yusuf Ziya Hocanin, Director of the Inspection Department of the Ministry responsible for Education. Due to the growing field of higher education in the TRNC, the current law was deemed insufficient and a more independent board was considered, so the law was amended.
Within the framework of the Higher Education Law, which was published and came into force on December 13, 2005, the "Higher Education Planning, Supervision, Accreditation and Coordination Board" (YÖDAK) was restructured with its new formation. The board consists of five people, including a chairman and four members.
Following the entry into force of the Higher Education Law of 13 December 2005, YÖDAK was appointed as the President by the TRNC President and was first appointed by Prof. Dr. Tahir Çelik was appointed. In this law, the number of members is determined as 4 and the number of personnel is 14. An amendment was made to the existing law in April 2017 for the field of higher education, which is considered one of the locomotive areas of the TRNC economy and promotion.
With this law, the number of members was increased by 2, but the number of personnel remained the same. YÖDAK moved from its building at Şehit Ecvet Yusuf Sokak No:31 to its new building at 28 Kasım Sokak No:11 Köşklüçiftlik / Nicosia as of 2019.
