Regulation on Student Amnesty in the TRNC Comes into Force
The regulation enabling students whose enrollment at higher education institutions has been terminated or who have been unable to complete their studies for various reasons to resume their education in the Turkish Republic of Northern Cyprus (TRNC) has come into force.
The regulation, prepared within the scope of the Higher Education Law No. 65/2005 and published in the Official Gazette dated 2 October 2026, provides eligible students with the opportunity to resume their higher education, subject to the conditions stipulated therein.
The regulation covers citizens of the TRNC, the Republic of Türkiye, and other countries who meet the conditions specified in the relevant legislation and whose enrollment at higher education institutions was terminated or who were unable to complete their studies before 1 November 2026.
Applications May Be Submitted Within Six Months
Students wishing to benefit from the student amnesty are required to apply to the higher education institution at which they previously studied within six months from the date the regulation came into force, provided that they meet the conditions stipulated in the regulation.
The evaluation of applications, as well as procedures concerning students’ academic status and educational processes, will be carried out by the authorized units of the relevant higher education institutions in accordance with the applicable legislation.
Under the regulation, procedures concerning course, class, and programme placement and adjustment will also be carried out by the relevant academic bodies of the higher education institutions.
Supporting Continuity in Higher Education
The regulation aims to enable students whose higher education processes have been interrupted for various reasons to return to their studies and complete their education, subject to the stipulated conditions.
Ensuring the continuity and sustainability of students’ educational processes in higher education is an important element that should be addressed together with the protection of academic standards, quality assurance, and compliance with applicable legislation.
YÖDAK continues to carry out its activities within the framework of its responsibilities for the planning, regulation, supervision, oversight, and coordination of the higher education system and higher education institutions.
In this context, ensuring the necessary coordination among higher education institutions during the implementation of the student amnesty regulation and conducting the relevant processes in accordance with applicable legislation are of particular importance.
Important Information for Students
Students wishing to benefit from the student amnesty are advised to:
• Carefully review the scope and conditions of the regulation,
• Ensure that they submit their applications within the prescribed period,
• Submit their applications to the relevant units of the higher education institution at which they previously studied,
• Obtain information from the student affairs offices of their respective universities regarding course, programme, placement and adjustment, and registration procedures.
Students are advised to follow the most up-to-date information and documentation requirements communicated by the relevant higher education institutions throughout the application and registration processes.
